The session president and the 'Elferrat' (council of eleven) lead through the program, which lasts several hours and is opened, closed, and repeatedly interrupted with 'Helau!' (a carnival cheer).

The Wilhelminian-era building in the spa district offers a festive setting with a stage, seating rows, and a gallery for several hundred guests.
